Abstract This study examines university governance and resource allocation practices, focusing on the perceptions of stakeholders at C University in China. The research identifies significant discrepancies in governance and resource management based on stakeholders' positions, lengths of service, academic degrees, and experiences. Utilizing surveys, interviews, and case studies, the findings highlight the need for more inclusive, transparent, and data-driven approaches to enhance institutional effectiveness. The study's implications extend to policy formulation and institutional reforms, offering a framework for creating more effective governance structures and improving stakeholder satisfaction in higher education institutions.
