Abstract	With the accelerated evolution of a new round of scientific and technological revolution and industrial revolution, modern scientific research activities have shown new characteristics such as deep interdisciplinary, application-oriented, and highly organized. As the main force of scientific research, the source of innovation drive, and the main battlefield of talent cultivation, universities must place the improvement of scientific research and innovation capabilities in a more prominent position, focus on the major strategic needs of the country and the needs of regional economic and social development, transform the research paradigm, and deeply promote "organized scientific research" to effectively undertake the responsibility and mission of serving the high-quality development strategy with high-level scientific research and innovation.
