An Expected Utility-based Decision Making Model for Analyzing the Behavior of Agents in a Bio Attack

Abstract The behavior of agents in a bio attack is a critical factor that influences the outcome of such an event. In this paper, we propose an adaptive dynamic model for analyzing the behavior of agents in a bio attack based on expected utility theory. The model incorporates the environmental factors, agent characteristics, decision-making processes, communication networks, feedback mechanisms, and learning and adaptation processes. Specifically, we present a decision-making model based on expected utility theory to assist agents in choosing the best course of action. The model can help agents assess the risks and benefits associated with different options and choose the action that maximizes their expected utility. We also discuss the potential benefits of incorporating feedback mechanisms and learning processes into the model to improve agents' decision-making over time.
