This paper examines the intricate balance between change and stability in shaping public policies that can foster sustainable development. By analyzing existing structures, cultural dynamics, and historical contexts, this work proposes a comprehensive modus operandi for public policy in Bangladesh that prioritizes adaptive strategies, stakeholder engagement, and evidence-based decision-making.
