MIZORAM PEACE ACCORD OF 1986: A POLITICAL ANALYSIS OF CONFLICT RESOLUTION AND PEACE BUILDING

Abstract After two decades of insurgency in the area, the Mizoram Peace Accord of 1986 is consideredby many to be one of the most successful attempts at conflict resolution in Indian history. TheJune 30, 1986, agreement between the Government of India and the Mizo National Front(MNF) marked a crucial turning point in Mizoram's political landscape. Political and economicproblems, especially the Government of India's poor response to the Mautam famine in 1959,were the root cause of the struggle, which started in 1966 and gave rise to the MNF underLaldenga. Violent clashes occurred during the insurgency, such as the 1966 Aizawl bombing,which was the first time the Indian Air Force was employed against its own people. Anagreement that guaranteed constitutional protections for Mizo identity, given Mizoram fullstatehood, and made it easier for the MNF to reintegrate politically was the result of protractedpeace talks, especially under Prime Minister Rajiv Gandhi. The success of the pact wasattributed to a number of factors, including the proactive role played by civil society,particularly the Church, in fostering reconciliation. The Mizoram Accord resulted in apermanent settlement, making the state one of the country's most tranquil and politically stableareas. The accord is examined in this paper as a conflict resolution paradigm, emphasizing theimportance of community involvement in peacebuilding, developmental programs, andpolitical negotiation. Mizoram experience provides important lessons for dealing withinsurgencies in other conflict-prone areas by highlighting the significance of economicdevelopment, governance changes, and mutual trust in post-conflict reconstruction.
