Abstract This type of qualitative research through a phenomenological approach, while the results showed that the low quality of human resources has an impact on economic independence, the low quality of human resources is due to people not being able to get proper education, but that does not mean that educational institutions are lacking, low community income, poor nutrition causes work ethic and enthusiasm for knowledge is not optimal, as the resulting impact is unqualified human resources, for this reason, support and policies from all stake holders, government, employers and educational institutions are needed so that they can work together to advance the human resources of Indonesian society.
